Hartelijk welkom op dit Forum of Legal Actors on Freedom of Expression and Safety of Journalists. Natuurlijk had ik u veel liever in levenden lijve toegesproken. En u ter plekke welkom geheten in Den Haag. Maar gelukkig gaat het ook langs deze weg. Den Haag is de internationale stad van vrede en recht. Hier vind je zo’n 300 internationale instellingen, organisaties en NGO’s. Na New York is Den Haag de tweede VN-stad. Het enige hoofdorgaan van de Verenigde Naties dat buiten New York is gevestigd bevindt zich in Den Haag: het Internationaal Gerechtshof. Tienduizenden mensen werken, dag in, dag uit, vanuit Den Haag aan een betere wereld. Een wereld zonder chemische wapens, zonder etnische zuiveringen. Een wereld waar conflicten tussen staten niet op het slagveld maar in de rechtszaal worden uitgevochten. Een wereld waar de kracht van het recht heerst en niet het recht van de sterkste.
Door de aanwezigheid van al die juridische en internationale instellingen is Den Haag uitgegroeid tot een prominent kenniscentrum. Wie zich wil verdiepen in internationaal recht en internationale samenwerking moet in Den Haag zijn. Uiteraard kan dat ook heel goed digitaal, in deze tijden van corona. En daarom is het ook zo mooi dat u, ondanks de beperkingen waarmee we nu moeten leven, kunt deelnemen aan deze bijeenkomst.
In oktober stonden we stil bij het 75-jarig bestaan van de Verenigde Naties. In 1948 namen de VN de Universele Verklaring van de Rechten van de Mens aan. In de preambule daarvan vinden we de door president Franklin Delano Roosevelt geformuleerde Four Freedoms: de vrijheid van meningsuiting, de vrijheid van godsdienst, de vrijwaring van gebrek en de vrijwaring van vrees.
Die vrijheden staan nog altijd op tal van plekken op deze aarde onder druk. Daarom moeten we ze blijven verdedigen. Deze bijeenkomst staat in het teken van de persvrijheid. Het vrije woord en een vrije pers zijn van wezenlijk belang voor een vrije samenleving. Als Shelter City biedt Den Haag onderdak aan bedreigde journalisten, die hier op adem kunnen komen. Daarnaast biedt Den Haag graag een podium aan discussies en de uitwisseling van kennis over onderwerpen als persvrijheid en de vrijheid van meningsuiting.
Ik wens u van harte een heel goede en vruchtbare bijeenkomst toe. Weet, dat u hier altijd welkom bent. Ik hoop u dan ook, in nog betere tijden, hier in Den Haag te mogen begroeten.

A very warm welcome to this Forum of Legal Actors on Freedom of Expression and the Safety of Journalists. Of course, I would have preferred to be with you in person. To speak to you and welcome you to The Hague. But, fortunately, we can also do it this way. The Hague is the international city of peace and justice. Where you will find around 300 international institutes, organisations and NGOs. The Hague is the second UN city, after New York. The only major body of the United Nations situated outside of New York is in The Hague: the International Court of Justice. Tens of thousands of people here in The Hague are hard at work to create a better world. A world without chemical weapons and ethnic cleansing. A world in which conflicts are fought out – not on the battlefield – but in the courtroom. A world governed by the rule of law, rather than the law of the jungle.
The presence of all these judicial and international organisations has enabled The Hague to become a leading centre of research and expertise. Anyone who wants to deepen their knowledge of international law and international cooperation has to be in The Hague. Naturally, it is also possible to do that online in these corona times. And that’s also why it is so good that – despite the limitations which we all now have to live with – you can still take part in this meeting.
In October we marked the 75th anniversary of the United Nations. The UN adopted the Universal Declaration of Human Rights in 1948. Its pre-amble sets out the Four Freedoms formulated by US President Franklin Delano Roosevelt: freedom of speech, freedom of worship, freedom from want, and freedom from fear.
In many places all over the world these freedoms are still threatened. And that’s why we must continue to defend them. This meeting is devoted to press freedom. Free speech and a free press are absolutely essential to a free society. As a Shelter City The Hague provides refuge to threatened journalists who can take a respite while they are here. In addition to which The Hague provides a platform for debate and the exchange of knowledge on topics like press freedom and free speech.
I wish you all a most enjoyable and fruitful meeting. Know that you will always be welcome here. I therefore hope that one day I will be able to welcome you here in The Hague in person.
