Het doet me veel plezier om het woord tot u te richten.
Vandaag, op de slotbijeenkomst van de jaarvergadering van de American Society of International Law.
Wat zou ik nu graag bij u zijn geweest…
Den Haag voelt zich zeer verbonden met ASIL.
Wij streven immers hetzelfde doel na:
Het bevorderen van vreedzame internationale betrekkingen door middel van multilaterale internationale afspraken en instituties.
In 1910 werd de beroemde rechtsgeleerde Tobias Asser erelid van uw organisatie.
Nobelprijswinnaar Tobias Asser heeft aan de wieg gestaan van Den Haag als internationale stad van vrede en recht.
Het was de tijd waarin technische ontwikkelingen elkaar in razendsnel tempo opvolgden.
En de wereld een ander gezicht gaven.
Ook in die tijd probeerden juristen een antwoord te vinden op juridische en ethische vragen die nieuwe technieken met zich meebrachten.
Een bekend voorbeeld is het verbod op de inzet van projectielen met strijdgassen dat tijdens de eerste vredesconferentie van Den Haag werd opgesteld.
Nu is het de digitale revolutie die tal van nieuwe vragen opwerpt.
Maar uiteraard zitten er ook de nodige juridische en morele haken en ogen aan.
En ook nu speelt Den Haag een belangrijke rol als plek waar over dit soort dingen wordt nagedacht.
Het u welbekende Asser Instituut doet intensief onderzoek naar de ethische, juridische en technische aspecten van kunstmatige intelligentie.
In het bijzonder daar waar kunstmatige intelligentie wordt ingezet voor militaire doeleinden.
De resultaten van dat onderzoek zullen onmisbaar zijn bij het opstellen van regels voor het gebruik van deze nieuwe technologie.
Den Haag biedt graag een podium voor dit alles.
In de eerste plaats door de grote hoeveelheid kennis en expertise die in onze stad aanwezig is.
En dan heb ik het niet alleen over Den Haag zelf, maar ook over de universiteiten van ‘om de hoek’, Leiden en Delft.
Wereldberoemde instituten waarmee we nauw samenwerken.
Daarnaast heeft Den Haag zich bewezen als dé plek waar wordt gebouwd aan vertrouwen.
Vertrouwen tussen staten, bedrijven en andere spelers op het internationale toneel.
ASIL is voor Den Haag, en in het bijzonder het Asser Instituut, een onmisbare samenwerkingspartner.
Ik hoop dan ook van harte dat wij elkaar binnen afzienbare tijd in levenden lijve kunnen ontmoeten.
Bij u in Washington of bij ons in Den Haag.
Weet, dat u hier steeds van harte welkom bent.
Voor nu wens ik u een heel constructieve en vruchtbare bijeenkomst toe.

I wish I could be there with you in person…
The Hague feels closely connected with ASIL.
Not the least, because we share the same goal:
promoting peaceful international relations through the use of multilateral international agreements and institutions.
In 1910 the renowned legal scholar Tobias Asser became an honorary member of your organization.
Nobel Prize winner Tobias Asser witnessed the birth of The Hague as the international city of peace and justice.
It was a time which saw many rapid technological advances that changed the world completely.
In that era too, jurists tried to find answers to the legal and ethical questions brought by the new technologies.
A well-known example being the ban on the use of projectiles with chemical weapons that was formulated during the first Peace Conference here in The Hague.<
Now it is the digital revolution which has raised numerous new dilemmas.
Bringing with it many legal and ethical obstacles to be overcome, of course.
And as a place where these things are considered, The Hague is once again playing an important role.
The famous Asser Institute conducts intensive research on the ethical, legal and technical aspects of artificial intelligence.
In particular, where AI is used for military purposes.
The results of that research will be vital for drawing up rules on the use of this new technology.
The Hague is pleased to be able to provide a platform for all of this.
First and foremost, because of the vast knowledge and expertise available in our city.
And I am referring not just to The Hague itself, but also the universities we have ‘just around the corner’, in Leiden and Delft.
Institutions of international fame with whom we also work closely.
On top of which, The Hague is recognized as the place where trust can be built.
Trust between nations, businesses and other players on the world stage.
ASIL and, in particular, the Asser Institute are vital partners for The Hague.
I therefore sincerely hope that we will soon be able to meet in person.
Either in Washington or here in The Hague.
Remember that you will always be welcome here.
